The timestamps for folders cannot be accessed right now for Dropbox, for files this is perfectly possible. Setting a certain timestamp is not possible at the moment. The only way would be to open and save back. May be future versions of the Dropbox API may offer some kind of touch command to realize this.
As one may notice while testing the Dropbox functionality this system is not as fast as Google Drive for example. This is due to a bandwidth management implemented by the Dropbox people. So data transferral is kind of limited here not to block the whole bandwidth especially on mobile devices.
